Operational Policies for
InCoB Executive Committee (ExCo)
The International Conference on Bioinfomatics



Pursuant to the decision of the InCoB ExCo in the Online Meeting from 9 - 14 July 2003, the following operational policies were adopted. From time to time, as decided by the InCoB ExCo, new policies will be added and amendments will be passed.

Operational Policies of InCoB

  • Selection of InCoB Organiser
    InCoB ExCo shall be responsible for conducting the call for proposals and evaluating, negotiating and selecting the winning bids for future InCoB ExCo, as it has done so for InCoB 2002.
  • CoOption of Organisers to InCoB ExCo
    The Winning Bid of the InCoB shall nominate two members to be coopted by the InCoB ExCo as ExCo members whereupon at the successful completion of the InCoB completion or thereabouts, to be full-fledged members of InCoB ExCo for another year, for the sake of preserving continuity.
  • InCoB Scientific Program Committee
    InCoB ExCo shall work with the winning bidders to jointly select and form the members of the Scientific Program Committee.
  • InCoB Local Organising Committee
    InCoB ExCo shall work with the winning bidders to help them form the local organising committee and facilitate and guide them in organisational matters including setting fees and implementing profit sharing model if appropriate.
  • Scientific Reviewers
    InCoB ExCo shall work with the winning bidders to help them invite reviewers for the Scientific Program Committee to assess paper submissions where appropriate.
  • Publications
    InCoB ExCo shall work with the winning bidders to help them organise papers to publish as proceedings in a selected journal.
  • Succession Plan
    InCoB ExCo shall conduct elections to ensure succession and renewal of the ExCo members.
  • Financial Support
    InCoB ExCo shall plan and coordinate the financial support of InCoB Conferences in conjunction with funding agencies and other bodies, and in liaison and negotiation with current InCoB organisers, and to conclude financial matters with immediate past InCoB organisers.
  • APBioNet Secretariat support
    The APBioNet secretariat shall assist the InCoB ExCo in secretarial matters and facilitate the organisation of the InCoB Conference through its liaison person and through its affiliation with other international organisations.
  • Title of InCoB
    InCoB adopt the statement "the annual conference of the Asia-Pacific Bioinformatics Network" in line with ISMB being the annual meeting of ISCB.
    In fact it was on this basis that Dr Ranganathan was able to seek travel fellowships from the ISCB on the merit of APBioNet's official regional affiliation status with ISCB.

Terms of Reference of InCoB ExCo

To be agreed by ExCo 2004/2005 onwards.

  • Steer the organisation of InCoB meetings from year to year
  • Review and award bids to host InCoB conference in different locations throughout the world each year and provide oversight.
  • Review and appoint Scientific Programme Committee members for peer-review of invited and submitted papers annually.
  • Review and appoint publisher for proceedings of the symposia.
  • Decide to continue, expand or close the InCoB Conference series, and/or to decide to merge Conference with other events.
  • Identify new directions, programmes, initiatives and themes for future InCoB meetings
  • Each ExCo committee member has a term of two years, and is re-electable by a majority vote of all members.
  • Future hosts of InCoB are nominated to the ExCo for good management and continuity.
  • Past hosts of InCoB stay on the ExCo for a year or so for follow-through and continuity.
  • Decide on major financial issues of InCoB and liaison with selected InCoB organiser of the current years.
