InCoB Executive Committee (ExCo)

1. Formation of the Inaugural ExCo for InCoB

Following the successful organising of InCoB 2002, an international conference initiated by the Thailand organisers from BIOTEC, NECTEC, NSTDA of Thailand, and organised in collaboration with APBioNet and T2 Thailand Tropical Diseases Research Programme http://incob.biotec.or.th/, it has been agreed by all key parties concerned that InCoB should be continued from a year-to-year basis, rotating through key cities in the Asia Pacific region to promote the aims of InCoB - awareness, training, promotion and scholarly research work in Bioinformatics.

To supervise the open processes of ensuring the InCoB is successfully organised from year to year, it was agreed for APBioNet to drive this in through the formation of the inaugural Executive Committee for InCoB (ExCo).

To inaugurate the ExCo, APBioNet is in the process of appointing the following persons to the Protem Committee.

2. Terms of Reference of InCoB Protem ExCo

  1. Principles of Size and Composition of InCoB ExCo

    The Protem Committee is to determine the size and composition of the InCoB ExCo based on the following principles and any amendment or addition of the principles:

    1. . geographical diversity
    2. . key mover and shaker of bioinformatics nationally or internationally
    3. . track record in conference organisation
    4. . commitment of time and effort
    5. . limited number of persons for effective and speedy decision making

  2. List of Potential InCoB ExCo candidates

    Based on these finalised principles, the Protem Committee will create a shortlist of potential candidates of the InCoB ExCo for immediate appointment as the Inaugural InCoB ExCo by the Asia Pacific Bioinformatics Network (APBioNet)

  3. Formulation of Terms of Reference of the ExCo

    In consultation with the ExCo candidates, some of whom might also be in the Protem Committee, the Protem Committee shall work with the Incoming ExCo to prepare a mutually agreeable terms of reference for the Inaugural InCoB ExCo to adopt, including aims, conduct and operations of the Inaugural ExCo.

    Draft Terms of Reference of InCoB Exco (to be formulated)

    In all likelihood, members of the ExCo who fit the above criteria in section 1, will move on to be on the InCoB ExCo for executing the 2003 InCOB call for hosting process expeditiously.

  4. Inauguration of ExCo

    The Protem Committee shall oversee the inauguration of the ExCo and hand over to them the official duties of initiating the Request for Proposals for Hosting and Organising the InCoB 2003 conference well in time for potential bidders to submit their proposals, and in time for the ExCo to review and select a winning and a backup bid, and for the ExCo to announce during the InCoB2002 conference, where the InCoB2003 conference might be held next.

  6. Publication of InCoB ExCo formation process to the APBioNet website and mailing list.

    In the effort to be open and transparent in our processes, appropriate documents of the Protem and Inaugural ExCo should be publicly accessible in conformance of full and frank disclosure.
